Description

Dymally replies to Raul Soria about his position on reducing the flow of illegal aliens and immigrants into the U.S. Dymally writes that Congress passed the Immigration Reform and Control Act of 1986 for the purpose of controlling the entrance of illegal and undocumented aliens. Dymally informs him that Congress is trying to find a way to control the situation without hindering their humanitarian cause. Soria's approach of meeting a quota and further restricting relatives of pardoned immigrants could be looked at after either the success or failture of their current legislation. He states immigration policy is complex and the issue can be seen from many perspectives.
